摘要：本文研究的主要内容是水运工程施工项目的管理以及相应的控制措施，通过文章的分析可知，水运工程项目管理主要分为五种：质量管理、组织机构管理、进度管理、安全管理和成本管理。控制水运工程施工项目措施包括控制人员、控制设备材料以及控制管理制度和安全。通过实施上述的措施，将有利于我国水运企业的项目管理水平得到稳步提升。

Abstract：the main content of this paper is the management and corresponding control measures of water transportation engineering construction project. Through the analysis of this paper，it can be seen that water transportation engineering project management is mainly divided into five kinds：quality management，organization management，progress management，safety management and cost management. The measures to control the construction project of water transportation engineering include controlling personnel，controlling equipment and materials，controlling management system and safety. The implementation of the above measures will be conducive to the steady improvement of the project management level of China's water transport enterprises.

前言：

我國的水运工程受益于我国经济的迅速发展，取得了巨大的进步，但是，随之而来的是水运市场的竞争愈发激烈，各个水运企业为了提高自己的竞争优势，以获得更大的经济利益，都将目光集中在核心竞争力的提升上，即企业对于施工项目的管理水平的提高，进而提高工程项目的质量。这需要我国的水运工程企业将目前存在的问题都一一解决，采取科学的管理方式和控制措施，为提升水运工程项目管理水平而不懈努力。

1.1组织机构管理

管理水平与组织机构的设置存在着直接的联系，因此，只有不断完善组织结构设置和管理才能早日实现水运项目管理的目标。组织机构的管理，选用水运工程的项目经理是重中之重，在选择项目经理的过程中，必须立足实际，充分参考项目的实际需求，选择那些具有丰富的理论知识和大量的实际操作经验的优秀人才，并且这些优秀的人才需要注重时间，保证工期在规定的时间内完成。……
