中国共产党的十九大报告强调，建设教育强国是中华民族伟大复兴的基础工程。中共十九届五中全会更明确了2035年建成文化强国、教育强国的发展目标。人才工程是其他工程的根基，怎样培养卓越的文艺人才、培育德艺双馨的艺术家，成为新时代高等艺术教育面临的重要课题。基于此，在全国政协十三届四次会议召开之际，全国政协委员、电影教育家侯光明建议国家重视文艺人才的培养，推动实施“卓越文艺人才培养计划”，形成实施体系、设立专项资金、出台政策保障，并以北京电影学院等艺术高校为依托和试点，推进计划落地实施。

The talent project is the foundation of others concerned.How to cultivate outstanding literary and artistic talents and artists with both virtue and art has become an important issue facing higher education in the new era.Based on this, on the occasion of the fourth meeting of the 13th CPPCC National Committee, Hou Guangming, a member of the CPPCC National Committee and film educator, suggested that the country attach importance to the cultivation of literary and artistic talents, promote the implementation of the "Excellent Literary and Artistic Talent Training Plan", form an implementation system and set up special funds , introduce policy guarantees, and promote the implementation of the plan based on the Beijing Film Academy and other art colleges and universities.

打造高素质精专型复合型“文艺后备军”

在侯光明看来，启动“卓越文艺人才培养计划”具有必要性和可行性。“实现中华民族伟大复兴需要一支卓越的文艺人才队伍。只有卓越的文艺人才静下心来、精益求精搞创作，把最好的精神食粮奉献给人民，才能创作优秀文艺作品，推动社会主义文化繁荣发展，助力中华民族伟大复兴。”侯光明介绍，2019年教育部、中央政法委、科技部等13个部委联合启动“六卓越一拔尖”计划2.0（2019年-2021年），涵盖卓越工程师教育培养计划2.0、卓越医生教育培养计划2.0等，全面推进新工科、新医科、新农科、新文科建设，提高高校服务经济社会发展能力，“遗憾的是，国家系列卓越人才培养计划中，并不包括‘卓越文艺人才培养计划’”。……
