摘要：通过探讨自然资源确权登记与第三次全国国土调查工作在现实中的“八点不同”，依据祁连山国家公园自然资源确权登记工作实践得出两项工作在技术标准、数据基础和作业方法中的“四个衔接”。在技术及成果中实现协同与统一，进而从完善相关法律法规制度、科学建立自然资源分类、与用益物权进行区分和成果数据互通共享四方面为工作的实施提出具体建议，合力推进自然资源统一确权登记与全国国土调查工作。

Abstract：By discussing the "eight points of difference" between the natural resources right confirmation and registration and the third national land survey in reality， according to the work practice of the natural resources right confirmation and registration in The Qilian Mountain National Park， the "four links" of the two work in the technical standard， data basis and operation method are obtained. In order to realize the synergy and unification of technologies and achievements， specific Suggestions are put forward for the implementation of the work from the following four aspects： improving relevant laws and regulations， scientifically establishing the classification of natural resources， distinguishing usufructuary rights， and interworking and sharing of achievements data， so as to jointly promote the unified confirmation and registration of natural resources and the national land survey..

1.引言

中共中央、國务院印发《生态文明体制改革总体方案》明确提出：“实行确权登记的对象限于所有自然生态空间，如：湿地、滩涂、湖泊、荒地、无居民海岛等。有序完善对集体所有和全民所有的界定，厘清不同确权所有者的界限，如：集体、全民和各级政府。依据法律法规对确权登记工作进行规范化管理，明确各确权所有者的归属、权利和义务，保证确权登记合法，同时也保证自然生态空间确权依法流转，加强对确权登记、流转的过程监督，形成一系列的制度体系。在《自然资源统一确权登记暂行办法》的基础上相继出台了《自然资源确权登记操作指南（试行）》，对确权登记过程中出现的几大常见问题进行规范，如：地籍调查、登记流程等。对确权登记的流程、方法进行制度规范，并对确权登记工作标准、工作要求等进行明文规定。……
