摘要：黨的十九届五中全会明确提出了“十四五”是新时期我国经济社会持续发展的主要战略目标，其中主要包括“社会治理特别是基层治理水平明显提高”。随着农村改革不断深入，乡村振兴战略全面推进提速，原有的农村社会治理方式已不可能适应我国农村集体经济社会迅速发展的实际要求，乡镇政府作为我国改革开放红利直接传输的"最后一公里"，是打通连接整个国家与农村社会的有效桥梁和重要纽带;认真做好推进农村社会综合治理各项工作，建立相关制度以适应农村社会治理已成为乡镇政府的工作重点。目前，乡镇政府在农村社会治理工作中面临各种困境，通过分析乡镇政府在治理过程中存在的问题，提出我国乡镇政府农村社会治理能力的提升路径。

Abstract：The fifth Plenary Session of the 19th CPC Central Committee clearly proposed that the "14th Five-year plan" is the main strategic goal of the sustainable development of China's economy and society in the new period，which mainly includes "social governance，especially the level of grass-roots governance improved significantly". With the deepening of rural reform and the acceleration of the rural revitalization strategy，the original rural social governance has been unable to meet the actual requirements of the rapid development of China's rural collective economy and society，and rural social governance is an important basis for national governance. As the "last kilometer" of the direct transmission of the dividend of China's reform and opening up，the township government organization is an effective bridge and important link between the whole country and the rural society. It has become the focus of township government to do a good job in promoting the comprehensive governance of rural society and to establish relevant systems to adapt to the governance of rural society. At present，the township government is faced with various difficulties in the rural social governance work，through the analysis of the township government in the process of governance problems，the improvement of the rural social governance capacity of China's township government path.

一、引言

新中国成立70多年来，农村社会治理经历了曲折的历史变迁发展过程，顺应了我国农村经济社会科学发展的基本规律，实现了农村社会安定有序、群众生活水平改善，丰富了中国特色社会主义治理理论和治理体系。党的十九届四中全会再次明确指出了全面深入推进国家治理体系和治理能力现代化进程。农村社会治理是国家治理体系的重要基石，创新农村社会治理是提升国家治理能力现代化、实施乡村振兴战略的根本要求。[1]乡镇政府作为我国最基层的政权机关和最基础的独立行政单元，直接面向基层社会，直接服务农村群众，是连接国家与社会的桥梁，是中共中央、国务院决策部署的重要执行者，是推动国家法律法规政策落实到“最后一公里”的“针眼”。……
