摘 要：公路工程是社会基础性工程，其工程建设施工质量直接影响着我国经济水平的发展，在人们的实际生活中占据着主导地位，发挥的作用也特别突出。由于公路工程项目具有建设规模大、建设周期长、施工线路长、施工工序复杂、施工难度大、受外界干扰因素多等不利因素的影响，导致工程施工过程中质量安全监督管理难度大、管理事项多等困难。然而，公路工程施工的质量安全管理直接关系着公路工程的施工质量和施工安全工作，并对公路投入运行也有直接影响，从而使公路工程的施工质量和安全管理工作显得至关重要。因此，作为公路工程施工单位，必须明确在工程施工过程中在质量安全监督管理工作方面存在的问题，然后针对问题对症下药，从根本上保证工程施工质量和安全，确保后续运行安全。

Abstract： Highway engineering is a social basic engineering. Its construction quality directly affects the development of China’s economic level， occupies a leading position in people’s practical life and plays a particularly prominent role. Due to the large construction scale， long construction period， long construction line， complex construction process， great construction difficulty， many external interference factors and other adverse factors of highway engineering project， it is difficult to supervise and manage quality and safety and there are many management matters in the process of engineering construction. However， the quality and safety management of highway engineering construction is directly related to the construction quality and safety of highway engineering， and also has a direct impact on the operation of highway engineering， so that the construction quality and safety management of highway engineering is very important. Therefore， as a highway engineering construction unit， we must clarify the problems existing in quality and safety supervision and management in the process of engineering construction， and then apply the right method to the problem to fundamentally ensure the quality and safety of engineering construction and the safety of subsequent operation.
