摘要： 机动车检验机构中的检验工作有许多项目是通过检验人员利用简单工具完成的，俗称“人工检验”，同时，“设备检验”也需要检验人员严格按照检验规程、操作规范进行作业才能获取准确地实验结果，因此检验数据的准确性和结论的正确性在很大程度上取决于检验人员的技术水平和能力，因此機动车检验机构对于检验人员进行监督（监控）管理是十分必要和重要的。本文从机动车检验机构人员的特质出发，首先分析了机动车检验机构人员监督管理存在的问题、成因，进而对于事前、事中和事后分别分析研究了其改进提升的措施。

Abstract： The inspection work in motor vehicle inspection institutions is completed by all kinds of inspectors， so the credibility and reliability of this part of the data often depend on the technical level and implementation process of the employees. Obviously， it is very necessary and important for the motor vehicle inspection institutions to supervise（monitor） and manage the employees of the inspection items. This paper started from the characteristics of inspection items and inspectors， analyzed the problems and causes of the supervision and management of manual inspection items firstly， and then the improvement measures which before， during and after the inspection were studied.

0  引言

机动车检验机构是从事机动车安全技术检验、机动车排放检验、汽车综合性能检验活动的检验机构的统称。我国法律法规明确规定，对登记后上道路行驶的机动车，必须依照法律、行政法规的规定，根据车辆用途、载客载货数量、使用年限等不同情况，定期进行相关技术检验，只有在符合机动车国家安全技术标准和环保技术标准后，方可上道路行驶。而机动车检验机构是根据《中华人民共和国道路交通安全法》及其实施条例、《中华人民共和国大气污染防治法》以及其它相关技术标准和规范的规定，对其安全性能、排放性能、综合性能进行检验，并最终向社会出具公正性结果报告的技术服务机构。

由于机动车的运行管理涉及到广大人民群众出行安全和国家能源战略和生态环境保护政策，显然机动车检验机构的检验数据的公正性和准确性至关重要。……
