【摘  要】为降低事业单位档案管理安全风险指数，论文研究了事业单位纸质档案及电子档案规范化统一管理策略，阐述事业单位纸质档案及电子档案管理的理论背景，总结档案管理问题，构建事业单位纸质档案及电子档案规范化统一管理策略。实例分析证明，应用了事业单位档案管理策略后，事业单位档案管理安全风险指数降低为0.50。

【Abstract】In order to reduce the security risk index of archives management in public institutions， this paper studies the standardized and unified management strategy of paper archives and electronic archives in public institutions， expounds the theoretical background of paper archives and electronic archives management in public institutions， summarizes the problems of archives management， and constructs the standardized and unified management strategies of paper archives and electronic archives in public institutions. The case analysis shows that the security risk index of archives management in public institutions is reduced to 0.50 after the application of archives management strategy in public institutions.

1 引言

记录原始的实践活动中各类主体行为数据的统称为档案，由于档案在实践活动中直接形成，这些数据是阶级产生过程中累积和保管的数据资料。这种性质的累积和保管在维护个体运行时起到十分重要的作用。因此，档案管理与促进文献生成相辅相成，由此也产生了对档案累积管理的部门。剖析事业单位档案管理的内涵可以发现，信息档案对于民族和国家而言是重要的，同时对于社会而言具有不可或缺的参照价值，而且档案管理对于现今的社会发展意义重大。档案管理是服务型政府职能改革的第一步，通过完善档案管理改革举措，可以实现档案管理与网络信息技术的大融合，促进档案管理与政府职能相互完善并促进，并以新公共服务理论为依据促进事业单位档案管理的改革。基于此，为提升事业单位档案管理安全性，本文对事业单位纸质档案及电子档案规范化统一管理策略进行研究。……
