【摘  要】绩效管理是PPP模式下强化基础设施项目全生命周期管理的有效手段，在提高项目公共服务质量和效率、保障政府和社会资本合法权益方面起着重要作用。在PPP项目实施过程中要落实绩效管理制度，促使各参与方诚信履约、规范运营。论文首先阐述PPP模式、基础设施项目以及基础设施项目绩效管理的相关理论，然后论述以PPP模式为基础的基础设施项目绩效管理的实施策略，最后提出完善基础设施项目绩效管理的措施建议，以求提高PPP项目的绩效水平。

【Abstract】Performance management is an effective method to strengthen the whole life cycle management of infrastructure projects under PPP mode. It plays an important role in improving the quality and efficiency of public services of projects， and protecting the legitimate rights and interests of government and social capital. In the implementation process of PPP projects， it is necessary to implement performance management system to promote all participants to perform the contract in good faith and standardize the operation. This paper firstly describes the related theories including PPP mode， infrastructure projects， and performance management of infrastructure projects， then discusses the implementation strategies of performance management of infrastructure projects based on PPP mode， and finally puts forward measures and suggestions to improve the performance management of infrastructure projects， so as to improve the performance level of PPP projects.

1 基于PPP模式的基础设施项目绩效管理理论

1.1 PPP模式

PPP模式是指政府部门与社会资本合作共同建设公共基础设施，通过提供公共产品与服务分享项目收益、分担项目风险的一种项目管理模式。PPP模式具备以下特征：

一是合作关系。政府部门与社会资本以提供公共产品与服务为最终目的，经过协商确定长期的合作伙伴关系，在合作中政府发挥政策扶持、财政投入、监督管理作用，社会资本发挥技术、资金、管理优势，促使政府与社会资本形成优势互补。二是风险分担。在项目实施过程中，政府与社会资本共同承担风险，政府承担政策变动、法律变更等风险，社会资本承担融资、建设、运维等风险，不可抗力风险由双方共同承担。三是利益共享。政府支出一部分财政用于项目建设，为社会公众提供高质量的公共产品与服务，缓解政府财政压力。……
