摘 要：本文以辽宁省东部山区生态功能区建设为研究对象，系统分析了东部山区生态功能区建设的形势、主要目标，并提出了生态功能区建设建议，包括科学优化空间开发格局、调整优化产业结构、加大自然生态系统和环境保护力度，以期为东部山区生态功能区建设提供参考，协调区域生态保护与经济发展，使其走出一条具有区域特色的发展之路。

Research on the Construction of Ecological Function Area in Eastern Mountainous Area of Liaoning Province

Abstract： Taking the construction of ecological function zone in eastern mountainous area of Liaoning province as the research object， this paper systematically analyzed the situation and main objectives of the construction of ecological function zone in eastern mountainous area， and put forward some suggestions for the construction of ecological function zone， including scientific optimization of spatial development pattern， adjustment and optimization of industrial structure， strengthening of natural ecosystem and environmental protection. It is hoped that this study can provide a reference for the construction of ecological function areas in eastern mountainous areas of Liaoning Province， coordinate regional ecological protection and economic development， and make it out of a development road with regional characteristics.

辽宁省东部山区位于长白山南部余脉，包括岫岩满族自治县、抚顺市、新宾满族自治县、清原满族自治县、本溪市、桓仁满族自治县、凤城市、宽甸满族自治县等8个县（市），区域总面积3.28万km2，占全省总面积的22.16%。该区域是辽宁省地势最高的区域，是长白山支脉哈达岭和龙岗山的延续部分，主要山脉有哈达岭山脉、龙岗山脉和千山山脉。

1 东部山区生态功能区建设形势

当前，辽宁省正处于生态建设的关键时期，东部山区作为辽宁省六大生态功能区之一，生态建设目标清晰，产业发展方向明确。通过建设东部山区生态功能区，探索利用资源优势发展生态经济的可持续发展之路，从而解决制约生态环境建设保护与经济社会发展的深层次矛盾，与建设资源节约型和环境友好型社会的目标吻合[1]。

东部山区具有良好的自然环境和丰富的生态资源。东部8县（市）经过多年的治理，自然环境得到极大改善，辽河等流域V类水质已全部治理，大伙房等水库水质符合Ⅱ类水质标准，保障了辽宁省生产和生活用水安全。……
