【摘  要】核能是一种清洁、高效的能源，发展核电可以改善我国的能源结构，有利于保障国家的能源安全和经济安全，核能的发展前景十分广阔。但2003年日本福岛核电站泄漏事故，为全球核电行业敲响了警钟，核电在快速发展的同时，核安全尤显重要。论文依据核燃料元件制造采购方质量管理中的一些经验，浅谈如何对核燃料元件制造供方的质量进行管理，以确保核燃料元件制造质量，从而实现维护和增强核安全的目的。

【Abstract】Nuclear energy is a kind of clean and efficient energy. The development of nuclear power can improve China's energy structure and protect the country's energy security and economic security. The development prospect of nuclear energy is very broad. However， the leakage accident of Fukushima Nuclear Power Plant in 2003 sounded an alarm for the global nuclear power industry. With the rapid development of nuclear power， nuclear security is particularly important. Based on the quality management experience of the nuclear fuel element manufacturing purchaser， this paper discusses how to manage the quality of the nuclear fuel element manufacturing supplier， so as to ensure the quality of the nuclear fuel element manufacturing， and then achieve the purpose of maintaining and enhancing nuclear security.

1 引言

为做好对核燃料元件制造厂的有效管理，确保燃料组件制造质量稳定、可靠，核燃料元件采购方应对制造厂进行核安全文化的培育，督促其建立并实施核质保体系，加强产品制造过程质量控制。同时，采购方通过加强供方资格管理、实施三重质量验证活动等，持续提升燃料组件制造质量。

2 培育核安全文化

安全是核电发展的生命线，质量是安全的基础和保证。安全文化建设是提高员工安全意识的有效手段，推广核安全文化，可以使全员高度重视核安全，在工作中逐步养成严慎细实的工作作风，在脑海中时刻敲响核无小事的警钟。

核燃料元件作为保证核安全的第一道屏障，其制造质量关系到核反应堆的安全和可靠运行。因此，只有将核安全文化的精髓和要求延伸到制造厂及其分包商，树立“安全第一、质量第一”的理念，才能最终确保核安全。……
