【摘  要】论文主要介绍内蒙古黄陶勒盖煤炭公司立足建设政治引领型企业，坚持把党组织作为党在混合所有制企业中的政治堡垒，充分发挥党组织“把方向、管大局、保落实”作用，创新构建“四位一体”党建与生产经营深度融合体系，以高质量党建引领和保障企业高质量发展。

【Abstract】This paper mainly introduces the Inner Mongolia Huangtao Legai Coal Company based on the construction of political leading enterprises， adhere to the Party organization as the Party's political fortress in mixed ownership enterprises， give full play to the role of Party organizations in "controlling the direction， managing the overall situation and ensuring its implementation"， innovatively construct a "four-in-one" deep integration system of Party building and production and operation， and lead and guarantee the high quality development of the enterprise with high quality Party building.

1 引言

混合所有制企业是我国经济结构的重要组成，随着我国经济社会变革持续加快，对混合所有制企业的党建工作也提出了更高的要求。但混合所有制企业由于股权结构的多样化和人员构成的复杂性，决定了其党建工作面临诸多挑战。黄陶勒盖煤炭公司立足建设政治引领型企业，坚持把党组织作为党在混合所有制企业中的政治堡垒，充分发挥“把方向、管大局、保落实”作用，创新构建以“引领、支撑、融合、保障”为内涵的“四位一体”党建与生产经营深度融合体系，把加强党的领导、党的建设、全面从严治党贯彻到改革发展全过程，防止“两张皮”现象，以高质量党建引领和保障企业高质量发展。

2 引领体系树旗领向

第一，政治引领。把政治建设摆在首要位置，突出党组织政治功能发挥，加强理论武装，固化学习机制，坚持党委理论中心组学习和党员政治学习制度，在学深悟透、领会实质上下功夫，注重成果转化，带着问题、课题学，运用新思想、新观点来研究重大事项、解决重点问题，成为破解企业发展问题难题、推动改革发展的“利器”。……
