【摘  要】相比于其他企业，国有企业有其管理的特殊性，人工管理的成本作为国有企业经营中一项重要的成本支出，其水平高低直接影响到企业的效益和市场竞争力，想要让国有企业保持良好的发展状况，在人工成本管理当中，就需要及时发现管理的问题，并且作出对应的决策。管理人员在控制人工成本时要掌握一定的方法，从多角度进行管理。基于此，论文主要分析国有企业人工成本管理的现状及解决策略。

【Abstract】Compared with other enterprises， state-owned enterprises have the particularity of its management. As an important cost expenditure in the operation of state-owned enterprises， the level of labor management cost has a direct impact on the benefits and market competitiveness of enterprises. In order to keep the good development of state-owned enterprises， it is necessary to find out the management problems in time and make corresponding decisions in the labor cost management. In the control of labor costs， managers need to master certain methods to manage from multiple perspectives. Based on this， the paper mainly analyzes the current situation of labor cost management in state-owned enterprises and the solution strategy.

1 引言

国有企业在经济发展的今天仍然处于非常高的地位，在国民经济当中的经济占比比较高。但是，随着我国市场经济的不断改革与发展，国有企业大多沿袭着传统的经营模式，在管理方式上比较欠缺，也出现过经济损失。国有企业想要在市场竞争中处于不败之地，就要加强成本管理控制。而国有企业主要的一个管理成本在于人工管理，因此，在实际的企业管理过程当中，需要分析人工成本管理的现状，并且找到优化的方案，这样才能进一步促进企业的发展[1]。

2 国有企业优化管理人工成本的重要意义

任何一个企业在发展的过程当中难免会产生人工成本，目前国有企业优化管理人工成本是企业发展的必然趋势。人工成本指的是企业在发展的过程当中，对于企业内部的生产运营以及提供劳务活动时造成了直接成本或者是间接成本。……
