〔摘要〕 高等教育进入内涵式发展阶段，新文科建设全面展开，对中医药高校英语专业人才培养提出了新要求。在新文科背景下，以2018年版《高等学校外语类专业本科教学质量国家标准》为依据，制定中医药特色鲜明的英语专业人才培养方案。在培养目标上，立足实际、合理规划;在培养规格上，紧扣核心、着眼特色;在课程体系上，整体设计、守正创新。精准打造英语专业人才的核心竞争力，更好地服务于中医药国际化发展战略。

〔Abstract〕 With the connotative development of China's higher education， the new liberal arts construction is now ongoing， which has put forward new requirements for the training of English majors in universities of traditional Chinese medicine （TCM）. In the context of new liberal arts construction， the talent training plan for the English programs with distinct TCM features should be designed based on National Standard for Teaching Quality of Foreign Language Majors in Colleges and Universities （2018 Edition）. In terms of training objectives， it should be based on reality and reasonable planning; in terms of training specifications， we should pay close attention to the core and focus on the characteristics; in the curriculum system， the overall design， integrity and innovation.

新时代的外语学科和专业必须主动融入人类命运共同体建设，积极服务“一带一路”战略，为中国方案的世界共享做好高素质人才准备，而制定好人才培养方案是培育高素质外语人才的重要基础。目前，外语教育界已对“质量引领、多元培养、分类卓越”的人才培养方针达成共识[1]。作为医药类专业性院校，中医药高校应制订英语专业人才培养方案，以适应新形势，符合新要求，力争新突破，实现新发展[2]。以下将结合新文科建设背景，探讨基于2018年版《高等学校外语类专业本科教学质量国家标准》（以下简称“《国标》”）的人才培养方案制定思路。

1 新文科建设是人才培养方案制定的重要背景

当前，高等教育进入内涵式发展阶段。教育部明确指出，必须“以新工科、新医科、新农科、新文科建设为引领，促进高等教育人才培养思想、理念、理论、技术、评价、方法、标准、体系、文化改革创新，推动人才培养模式变革”[3]。……
