摘要：北京冬奥的申办成功，为山西省冰雪运动的发展提供了大好的契机。运用文献资料法、实地考察法和访谈法以及逻辑分析法，对山西省大众冰雪运动的发展现状进行阐述，并对其现存的问题进行解析。从加大政策扶持力度、完善基础设施建设、培养民众参与意识和充分发挥宣传造势功能等方面论述了山西省大众冰雪运动发展对策，旨在充分利用与发挥北京冬奥会推动作用，合理利用山西省大众冰雪运动的资源条件，推动山西省大众冰雪运动的全面发展。

Research on the Development Countermeasures of Mass Ice and Snow Sports in Shanxi Under the Background of Beijing Winter Olympic Games LIU Jian-bin

Abstract： The successful bid of Beijing Winter Olympics provides a great opportunity for the development of ice and snow sports in Shanxi Province. In order to make fiull use of and give full play to the promoting role of the Beijing Winter Olympic Games， make rational use of theresources and conditions of mass ice and snow sports in Shanxi Province， and promote the all-round development （of mass ice and snow sports in Shanxi Province， this study describes the development status of mass ice and snow sports in Shanxi Province by using the methods of literature， field investigation， interview and logical analysis， The existing problems are analyzed. The research shows that： the policy guarantee system is not perfect; The construction of ice and snow venues and relevant supporting facilities are not perfect; The weak awareness of mass participation lead！s to serious restrictions on the scale of audience groups; The single form of publicity and promotion leads to the low leveI of group cognition， which is the main existing problem of mass ice and snow sports in Shanxi Province.In viewof this， this paper puts forward： increasing policy support;Improve infrastructure construction; Cultivate people's awvareness of participation; Give full play to the function of publicity and momentum.

1引言

北京2022年冬奥会的成功申办，在我国掀起了冰雪运动的发展热潮。大众冰雪运动作为一种适合于全民参与的冰雪运动形式，在冰雪运动发展体系中占据着基础地位，扮演着体现冰雪运动发展底蕴、为竞技冰雪运动提供人力资源保障的重要角色;同时，更是冰雪强国建设的不可或缺的关键环节[1]。为充分利用北京冬奥会申办成功的发展契机，推动我国冰雪运动的全面发展。为了践行这一承诺，我国制定实施了“3亿人参与冰雪运动”“冰雪运动进校园”等发展战略，并颁布实施了《冰雪运动发展规划（2016-2025年）》[2]，对我国冰雪运动的发展起到了积极的推动与引领作用。

山西省地处中纬度，属于暖温带、中温带大陆性气候，年平均气温在-4°-14℃之间。地貌类型复杂多样，有山地、丘陵、台地、平原等。……
