摘要：北京冬奥会视域下，针对我国冰雪运动发展与世界冰雪运动强国相比处于初级阶段的现状，探索我国冰雪体育强国建设中的问题和发展措施。冰雪体育强国建设中的制约因素主要为项目竞技水平不高，大众参与度和普及率较低，各类冰雪专业人才短缺等。提出平衡冰雪运动项目发展、夯实竞技水平，丰富和发展群众冰雪活动，多向拓宽冰雪人才培养渠道等冰雪體育强国建设的措施，旨在为今后长期的冰雪强国建设铺设基石。

Construction of my Country's Ice and Snow Sports Power Under the Opportunity of Beijing Winter Olympics HAN Xue

Abstract： From the perspective of the Beijing WinterOlympics， in view of the fact that the development of ice and snow sports in my country is in the initial stage compared with the world's strong countries in ice and snow sports， the problems and development measures in the construction of my country's ice and snow sports powerhouses are explored. The main restrictive factors in the construction of a strong country in ice and snow sports are the low level of competition in the project，the low participation and popularization rate of the public， and the shortage of various ice and snow professionals.Propose measures such as balancing the development of ice and snow sports， consolidating the level of competition， enriching and developing mass ice and snow activities， and expanding the channels for training ice and snowtalents in many directions， aiming to lay the foundation for the long-term construction of a strong ice and snow country in the future.

1引言

建国以来，我国对于体育事业的发展倾注了大量的人力、物力和财力。包含冰雪体育在内的很多体育项目在国内外重大体育赛事中都取得了一些瞩目的成绩，为国家斩获了一些荣誉[1]。2008年，我国成功地举办了北京夏季奥运会，展现了我们承办国际重大体育赛事非凡的能力水平，也展现了我们的大国风采。同时，也让我国体育竞技水平获得了更多的肯定，得到了更多的关注。后奥运时期，我们于2015年7月又争取到了2022年第24届冬季奥林匹克运动会举办权，自此北京也成为了全球第一个举办过夏季和冬季两种类型奥运会的城市[2]，我国又一次以东道主的身份进入到了奥运会的备战时期。但我们依然要接受目前仍处于冰雪运动的起步阶段，由于起步较晚，环境、场地、能力水平、资源分配均衡程度等各种因素的限制，造成了我国冰雪运动基础差、底子薄，无论是群众的参与度还是运动场地的普及度都存在偏低的状况。……
