【摘  要】近年来，长三角地区的人口老龄化问题日益尖锐，传统背景下的养老模式已经无法适应现代社会的发展需求。与此同时，随着数字技术的发展，中国智慧养老产业发展前景逐渐光明。然而，智慧养老仍是新兴业态尚处于初级探索阶段。论文阐述常州市智慧养老信息平台发展现状，在智慧养老信息平台可行性研究分析的基础上，以老年人需求为导向，提出针对性建议。

1 引言

人口老龄化是人类社会在21世纪共同面临的战略问题，随着医疗服务事业的不断发展和生育率的降低，我国人口结构正在发生系统性变化，老年人口规模增长迅速，老龄化进程加快，远超于经济社会发展水平，出现了“未富先老”等问题。截至2019年末，江苏60岁及以上老年人口达到1834.16万人，占户籍人口的23.32%，人口老龄化程度仅次于北京、上海。这种趋势还在恶化，而我国传统的居家养老、机构养老都举步维艰，不得不寻求一种新的方式对当前养老方式进行变革，而新一轮的数字信息与智能技术为养老服务带来了新契机，想要打破“无人养老”的困局，探索“智慧化”的新方向成为必然。

2 江苏省常州市智慧养老服务体系发展状况

常州市健康养老服务从2012年提出后，政府一直积极落实2015年省发改委批准设立常州健康养老服务业聚集区。近年来，健康养老聚集区积极进行智慧养老项目建设，推动养老与医疗、传统方法与新型互联网技术融合，践行“健康中国”的发展目标。……
