【摘  要】社区是人民的社区，人民是社区的主人，社区治理要以服务群众为出发点和落脚点，要充分发挥群众参与社区治理的积极性和主动性，让社区成为群众的议事机构和话语平台，只有这样才能更好地服务社会和基层群众，这也是我党开展社会基层工作时的制胜法宝，所以在当前的社区治理工作中，应更好地发挥社区群众的主体作用，只有这样才能大大提升社区治理效能和治理水平。

【Abstract】The community is the people's community， the people is the master of the community， community governance should take serving the masses as the starting point and foothold， give full play to the enthusiasm and initiative of the masses to participate in community governance， and let the community become the deliberative institution and discourse platform of the masses. Only in this way can we better serve the community and the grass-roots masses， which is also the magic weapon for our Party to carry out social work at the grass-roots level. Therefore， in the current community governance work， we should better play the main role of the community masses. Only in this way can we greatly improve the efficiency and level of community governance.

1 引言

在近年来的社区治理工作开展过程中，已经探索出了以群众为主体的社区治理工作方法，让社区群众成为当前城鄉社区治理工作中的决策以及执行和监督主体，充分发挥群众的主体作用。在这种情况下，社会群众本身能够更加积极地参与到社区治理工作当中，而且能够以自身的实际需要为基层开展社区治理工作提出一些有效的建设性意见，让社区治理工作的实效更好。

2 群众主体作用发挥的重要性

在社区治理过程中，除了需要通过社会组织形式集体进行社区治理工作外，社区内的居民以及村民也应当以个体的形式参与社区治理工作，这样能够使社区治理工作更加直接有力，也更加贴近群众的实际需要，大幅度提升社区自治工作效率与工作水平。在社区治理工作过程中，让社区群众参与治理工作，不仅体现了公民自身权利以及责任，同时也是基层社区治理以及社会治理工作的必然要求，能够充分发挥居民自治功能。……
