【摘  要】中小企业是国民经济的重要部分，受重大卫生事件的影响，中小企业业绩大幅度下滑。重大卫生事件下中小企业实现数字化转型是保证其能够长远发展的关键途径，但大部分中小企业在数字化转型过程中面临困境。论文为中小企业提出数字化转型策略，助力企业数字化转型，对推动我国数字经济发展具有重要的现实意义。

【Abstract】Small and medium-sized enterprises are an important part of the national economy， affected by major health events， the performance of small and medium-sized enterprises declined significantly. Digital transformation of small and medium-sized enterprises is a key way to ensure their long-term development under major health events， but most of them are faced with difficulties in the process of digital transformation. This paper proposes digital transformation strategies for small and medium-sized enterprises to help enterprises with digital transformation， which has important practical significance for promoting the development of China's digital economy.

1 引言

中小企业一直都是国民经济的重要部分，其发展受到持续关注。中小企业在增加就业、提高竞争力、增加整体经济活力、与大企业互补构建更有效生产体系等方面优势明显，发挥着不可替代的作用。而在重大卫生事件下中小企业却面临困境，本文依据现状提出数字化转型策略助力企业转型。

2 重大卫生事件下中小企业面临的挑战

2.1 成本上升

由于停工停产，企业用于生产经营的经费减少，但发展需要的固定资金并没有减少。虽然复工复产给中小企业带来了转机，但由于原材料价格上涨，并没有解决成本上升的问题。

2.2 供应链管理体系不完善

供应链物流、信息流以及资金流在重大卫生事件影响下都出现了问题。物流：原材料短缺、供应链断裂;物流成本上升，营业收入下降;供应链物流新技术与实际生活融合不足。信息流：缺乏对大数据的全生命周期管理;信息数据采集缓慢与滞后;未能建立从大数据采集到应用的信息系统平台架构。……
