【摘  要】论文以河北省专业技术人才分类评价为研究对象，对现行河北省专业技术人才评价现状作出了介绍，同时发现了在各类人才分类评价标准、定性与定量评价结合、对职业道德素质与职业操守的评定及指标的可考核性方面存在的问题，提出统筹权衡各类别相同级别评价难度、制定科学定性与定量评价标准、加强制定专业技术人才职业道德素质与职业操守的评定考核标准及办法、继续完善量化指标的可考核性和可衡量度的对策建议。

【Abstract】Taking the classification and evaluation of professional and technical talents in Hebei Province as the research object， this paper introduces the current status of evaluation of professional and technical talents in Hebei Province. At the same time， the paper finds out the problems existing in the classification and evaluation standards of various talents， the combination of qualitative and quantitative evaluation， the evaluation of professional ethics quality and professional ethics and the examinability of indicators， and puts forward countermeasures and suggestions， such as balancing the difficulty of evaluation of the same level in various categories， formulating scientific qualitative and quantitative evaluation standards， strengthening the formulation of evaluation and assessment standards and methods of professional and technical talents' professional ethics quality and professional ethics， and continuing to improve the examinability and measurable degree of quantitative indicators.

1 引言

专业技术人才存在于各行各业，是具有专业技能、创造性和创新性的一类人才。国家《关于分类推进人才评价机制改革的指导意见》指出，建立科学的人才分类评价机制，对于树立正确用人导向、激励引导人才职业发展、调动人才创新创业积极性、加快建设人才强国具有重要作用。因此，专业技术人员的评价应该围绕实施人才强国战略和创新驱动发展战略，以科学分类为基础，以激发人才创新创业活力为目的。

2 河北省专业技术人才评价现状

对专业技术人员的评定，目前我们国家和企事业单位，大多以人员的职称评定和聘任为主要手段。因此，职称评定标准是专业技术人才评价的主要依据。目前河北省专业技术人员职称评定分类标准是专业大类系列分类，分为财经类、工程类、教学类、卫生类、文化艺术及其他类别系列。……
