【摘  要】深圳的公务员培训在方法与方式上取得了一定的效果。加强了行政机关公务员的责任意识，完善了录用公务员培训制度与各项训练，丰富了整体的培训内容，并且通过培训来梳理敬业爱岗，为人民服务的精神;协调各方资源，完善培训的体制机制取得了阶段性的胜利。但是，深圳的公务员培训仍然存在着一些问题，这需要各级各部门通力合作，共同应对新形势下公务员培训的机遇与挑战。

【Abstract】The training of civil servants in Shenzhen has achieved certain results in terms of methods and methods. It has strengthened the sense of responsibility of civil servants in administrative organs， improved the training system and various training for civil servants， enriched the overall training content. And through the training，the dedication and love， the spirit of serving the people are sorted out. The system and mechanism of coordinating the resources of all parties and improving the training has achieved phased victories. However， there are still some problems in the training of civil servants in Shenzhen， which requires all departments at all levels to work together to cope with the opportunities and challenges of civil servants training under the new situation.

1 引言

经过40多年实践与探索新路径，公务员培训形成了素质优化、新陈代谢、监督约束、社会物质保障四大运行机制，使公务员的队伍建设不断加强，从而提高了素质，对全国公务员制度的建立和推行作出了贡献。公务员的培训管理在适应社会需求的基础上，注重培训目标的时代性，培训内容的实用性，培训手段的多样性，培训方式的法定性，培训时间的持续性，顺应时代发展的潮流，与时俱进，积累了不少行之有效的方法和经验，使深圳公务员的思想观念、整体素质、管理体制、相关制度等方面收获了一定的成效，得到了长足的发展，为深圳经济特区的长足发展作出了应有的贡献。但是，在公务员培训的过程中，仍然存在着一些问题与短板，这需要各级各部门群策群力，共同应对新形势下公务员培训的机遇与挑战。

2 深圳经济特区公务员培训存在的问题
