摘要：国家综合档案馆功能建设转型是为顺应综合档案馆由传统向现代转型的趋势，以及综合档案馆自身发展主动求新而提出的。在档案机构改革和新《档案法》颁布的双重背景下，国家综合档案馆面临由“存”到“用”的功能建设转型问题，这是由综合档案馆的价值取向、功能定位以及服务理念等底层逻辑推动的，在综合档案馆社会功能转型驱动因素和现实困境的共同作用下，得出综合档案馆社会功能转型的具体路径和方法：转变理念、规划顶层设计、优化转型推进机制、吸纳社会力量参与。

Abstract：The transformation of national compre？ hensive archives function construction is to comply with the trend of comprehensive archives from tradi？ tional to modern， and the process of self- develop？ ment of comprehensive archives. Under the dual background of the reform of archives institutions and the promulgation of the new“Archives Law”， the na？ tional comprehensive archives is faced with the trans？ formation of function construction from storage to use， which is driven by the underlying logic of value orientation， function orientation and service concept of comprehensive archives， Under the joint action of the driving factors of the social function transforma？ tion of the comprehensive archives and the practical difficulties， the specific paths and methods include changing ideas， planning top-level design， optimizing transformation promotion mechanism， and absorbing social forces to participate.

经济建设到了一定阶段需要转型升级，档案事业发展同样需要转型升级[1]，综合档案馆是我国档案事业的主体[2]，也面临着由传统档案馆向现代档案馆转型的难题。档案具有原始记录属性，本身所固有的档案双重价值直接决定了档案馆的收存管用、资政、育人、科学研究、文化记忆等功能，其中，“收存管用”是综合档案馆的基础功能，“资政、育人、科学研究、文化记忆”是综合档案馆的社会功能[3]，然而国家综合档案馆诸多功能的实现主要停留在收与存等基础功能层面上。近些年来，受新兴信息技术和社会发展变革的影响，人们日益增长的现实和文化需求不断刺激国家综合档案馆社会功能的发挥，国家综合档案馆面临由存到用的功能建设转型问题。基于此，文章在分析综合档案馆功能建设的发展演变、理论根基、实践基础等内容的基础上，试图探索综合档案馆功能建设转型的具体路径，为档案事业转型发展奠定理论基础。……
