近岸海岛核电厂址特点分析

摘 要:随着滨海核电厂址开发难度的逐渐加大,近岸海岛因其独特的陆海资源优势和区位条件成为核电发展的重要选择之一,但同时近岸海岛核电厂址又不得不在行政审批、环境保护、应急等方面面临特殊的困难。本文针对近岸海岛核电厂址与滨海核电厂址相比的主要特点进行分析,并对于海岛核电厂址开发主要关注的重点问题进行探讨,为后续近岸海岛核电厂址的开发提供参考。

Analysis of the Characteristics of Nearshore Island-Nuclear Power Plant Site

Abstract: As the difficulty of developing coastal nuclear power plant site is gradually increasing, nearshore island has become one of the important choices for nuclear power development because of its unique advantages in both resources and location conditions. But at the same time, offshore island nuclear power plant site has to face special difficulties in administrative approval, environmental protection, emergency response and other aspects. This paper aims at the analysis of the different characteristics between nearshore island nuclear power plant site and coastal nuclear power plant site, discusses the key issues of island nuclear power plant site development, so as to provide references for the follow-up development of nearshore island nuclear power plant site.

1 開发海岛核电厂址的意义
核电厂的厂址选择受地质地震条件、水源与水文、气象资料、交通运输条件、电网条件、人口分布和密度及其他诸多因素的影响与限制,核电厂址资源相对稀缺。我国滨海基岩核电厂址基本筛查完毕,再开发条件优良的滨海核电厂址的难度越来越大,而国家对于内陆核电厂址的开发尚未作出决策,海岛因其独特的陆海资源优势和区位条件成为核电发展的重要选择之一。
我国是一个海洋大国,海岛众多,拥有面积大于500m2的海岛7300多个,大部分海岛分布在大陆沿岸海域,距离大陆不足10km的海岛约占70%左右;基岩岛的数量约占93%,为近岸海岛核电的开发创造了良好的基础条件。目前,国内已有宁德核电、霞浦核电两个核电基地选择了在近岸海岛上建设。本文主要以霞浦核电为例,就近岸海岛核电厂址与普通滨海核电厂址相比,对存在的主要特点进行简要分析。……
