摘  要：警犬在侦查作战中具有重要的作用，自1988年公安部体制调整以来，我国警犬技术一直稳健发展，勘察鉴定能力、技术装备实力都在稳健提高。而在新时期环境下，随着高智能、高科技犯罪案件不断增多，对警犬培训人员素质能力提出了更高的要求，该文结合自身的实践工作经验体会，对如何提升警犬培训人员素质做出相关研究。

Research on the Quality Improvement of Police Dog Trainers

Abstract： Police dog plays an important role in the investigation and operation. Since the system adjustment of the Ministry of Public Security in 1988， the technology of police dog has been developing steadily， and the ability of investigation and identification and the strength of technical equipment have been steadily improving. In the new era， with the increase of high intelligence and high-tech crime cases， the quality and ability of police dog trainers are put forward higher requirements. In this paper， the author combines his own practical work experience and makes relevant research on how to improve the quality of police dog trainers.

人才资源是知识技能的主要载体，是社会组织的第一生产力，警犬培训人员作为一个新兴公安机关内设部门，既有其他公共部门相同的人力资源管理特点，也有专属于自身的人力资源管理特征，在警犬作战技术逐渐正规化、现代化的新时期背景下，警犬培训人员必须要与时俱进，不断地提高素质能力，这样才能更好地满足新时期的警犬作战要求。

1  警犬培训人员素质能力要求

警犬作为警察机关执行任务的一种特殊工具，警犬在侦察作战、打击犯罪中发挥着重要的作用，在国际格局发生巨大变迁和国内政治文化快速发展的新时代背景下，社会各类矛盾日益突出，新型、智能型、涉众型犯罪手段层出不穷。在这样新的社会治安形势下，对现代公安工作及警犬技术工作都提出了更高的要求，从事警犬培训的工作人员素质能力也必须要不断进步提高，若是警犬培训人员缺乏扎实的专业基础，就难以把高新的技术运用到警犬培训工作中来，这就会导致我国警犬难以适应日益复杂的侦察任务[1]。……
