摘  要：绩效审计是指对政府部门管理活动和资金活动在一定程度上实现经济性、效率性和效果性的一种综合绩效评价。该文以新南威尔士州公共部门绩效审计为例，首先对新南威爾士州实施绩效审计评价的背景和目的进行了分析，接着又对审计的过程和内容进行了介绍，着重分析了绩效评价的效果。然后通过对比我国政府绩效审计的评价结果，最后得出了结论和启示。

A Reference on New South Wales Public Sector Performance Evaluation

Abstract： Performance audit refers to a comprehensive performance evaluation of the economic， efficiency and effectiveness of government department management activities and financial activities to a certain extent. Taking the public sector performance audit in New South Wales as an example， the article first analyzes the background and purpose of performance audit evaluation in New South Wales， and then introduces the audit process and content， focusing on the effect of performance evaluation. Then， by comparing the evaluation results of our government performance audit， we finally draw conclusions and enlightenments.

经济的快速发展必然伴随着资源的不断消耗，在资源越用越少的情况下，不仅要关注其使用是否合法，更应关注是否合理和效用最大化。国外政府绩效评价和审计开展早于我国，通过研究国外政府绩效审计的发展及对其典型案例进行分析，我们能够从中获得不少启示，进而通过结合我国特色来改善我国政府绩效评价的不足，并促进其不断地发展完善。

1  新南威尔士州公共部门绩效审计评价概况

1.1 绩效审计评价背景

为什么公共部门的生产率是重要的？生产力的测量在私营部门很普遍，能够帮助其更好地了解生产过程。生产力的测量在公共部门不太常见的，因为在确定公共部门准确的输入和输出的价值方面存在难度。一些政府服务供应商是公众垄断行业，他们是“价格制定者”，他们获得的巨大回报不是在竞争激烈的市场中产生的。……
