摘  要：集中供暖具有明显的经济效益、环境效益和社会效益，是城镇公共事业的重要组成部分。规划和实现农村地区集中供暖，能有效改善居民的生活水平。通过建立气候舒适度评价指标，得到在供暖季山东地区气候舒适度的强度和分布，从而确定不同农村地区实现集中供暖的优先等级。最后得出结论，在供暖季，山东地区由西南到东北，气候舒适度指标程增大趋势，表示气候舒适性变差，应按照先中部山区和东部丘陵地区，再西部和北部平原地区，最后南部地区的顺序，实现农村地区集中供暖的全面覆盖。

Application of Climatic Comfort in Rural Heating Planning in Shandong Province

Abstract： Central-heating has obvious economic， environmental and social benefits， and is an important part of urban public utilities. Planning and implementation of central-heating in rural areas can effectively improve the living standard of residents. The intensity and distribution of climate comfort in Shandong during the heating season were obtained by establishing the evaluation index of climate comfort， so as to determine the priority level of central heating in different rural areas. Finally， it is concluded that in the heating season， from southwest to northeast of Shandong， the climate comfort index range increases， indicating that the climate comfort becomes worse. The central mountainous area and the eastern hilly area should be served first， then the western and northern plain area， and finally the southern area， so as to realize the comprehensive coverage of central-heating in rural areas.

根據国家标准《民用建筑供暖通风与空气调节设计规范》（GB 50736-2012），一般累年日平均温度稳定低于或等于5 ℃的日数大于或等于90 d的地区，宜采用集中采暖。由于集中供热效能高、易大型化、机械化，还能够集中解决污染、灰渣燃料堆放等问题，具有明显的经济效益、环境效益和社会效益，目前已成为现代化城镇建设的重要基础设施，是市政公共事业的重要组成部分。而目前山东地区的供暖主要集中在城市地区，而近郊或较偏远位置的农村居民往往不能覆盖。因冬季温度低，农村地区居民往往会用散煤、电、气等方式取暖，能效低，污染大，极具危险性，因此规划农村地区集中供暖具有重要的现实意义。在经济条件较好的地区，新型城镇化推动的农村集中连片居住、农村电网改造升级、多种能源并举等措施，为农村地区集中供暖提供了有力保障。……
