【摘  要】随着我国经济的快速发展，我国政府投资项目规模日渐扩大，在项目组织实施过程中各类问题也随之暴露。所以我国各地都在积极探索更为适应当前时期以及符合我国发展方向和步伐的项目管理模式。代建制管理模式就是在这样的背景下应运而生。如何改进传统建设模式中的弊端，积极合理激活和发挥社会力量，优化政府投资项目的管理现状，发挥政府投资项目应有的效益和效果，并保证代建制的健康发展，都是我们需要一一关注和研究的事项。代建制是否适合作为政府投资项目投资体制改革的方式，也需要我们在理论和实践2个方面加强研究。论文介绍分析了政府代建项目的成本管理思路及措施，仅供参考。

【Abstract】With the rapid development of China's economy， the scale of government investment projects in China is constantly increasing， and various problems are exposed in the process of project organization and implementation. Therefore， all parts of China are actively exploring the project management mode which is more suitable for the current period and in line with the development direction and pace of China. Agent construction management mode is in this context came into being. How to improve the disadvantages of the traditional construction mode， actively and reasonably activate and give play to social forces， optimize the management status of government investment projects， give full play to the benefits and effects of government investment projects， and ensure the healthy development of agent construction system are the issues that we need to pay attention to and study one by one. Whether agent construction system is suitable for the reform of investment system of government investment projects also needs us to strengthen the research in theory and practice. This paper introduces and analyzes the cost management ideas and measures of government agent construction projects， for reference only.

1 政府投资项目和代建管理的概述

政府投资项目是国家和各级地方政府根据经济社会发展的需求，为实现经济调节、满足国家或地区经济安全和社会公共需求、促进经济社会可持续发展，按照政府投资范围，经科学决策后开展的各类建设项目。传统政府投资只投向市场不能有效配置资源的社会公益服务、公共基础设施、农业农村、生态环境保护和修复、重大科技进步、社会管理、国家安全等公共领域的项目。通常具有项目周期长、资金需求大、社会影响广等特点，同时，兼顾带动相关产业进步、拉动区域经济发展的作用。……
