【摘  要】在变化的场域中，单位发展面临着机遇和风险，单位抗挫、抗压与软管理能力决定着单位的成败，提升韧性治理能力是单位领导必须考虑的问题。单位要进一步加强对制度韧性、战略韧性、组织韧性与流程韧性的治理，真正落实韧性治理的成效。通过提高单位的风险防范意识、接受挫折和压力训练、建立核心竞争优势、占据结构洞地位、系统地学习和思考等途径，能够增强单位抗挫、抗压与软管理能力，更好地实现单位长远发展的目标。

【Abstract】In the changing domain， the development of the units is faced with opportunities and risks. The units' abilities of resisting frustration， resisting pressure and soft management determine the success or failure of the units. Improving resilience governance ability is a problem that unit leaders must consider. Units should further strengthen the governance of institutional resilience， strategic resilience， organizational resilience and process resilience， and truly implement the effectiveness of resilience governance. Through improving the awareness of risk prevention， accepting frustration and pressure training， establishing core competitive advantage， occupying the position of structural hole， systematically studying and thinking and other ways， we can enhance the abilities of resisting frustration， resisting pressure and soft management， and better realize the long-term development goal of the units.

1 引言

“祸兮福所倚，福兮祸所伏。”在单位发展的过程中，机遇和挑战始终相伴而行。有的单位在时代变革中抓住了机遇，积极抗击挫折与压力，不断发展壮大;有的单位则忽视了社会的变化，面对挫折与压力不知所措，最终由强到弱，甚至销声匿迹。单位抗挫、抗压与软管理能力决定着单位的成败，提升韧性治理能力是单位领导必须考虑的问题。习近平总书记关于防范风险挑战、应对突发事件的重要论述，对于单位切实做好防范化解风险挑战各项工作，战胜前进道路上各种艰难险阻具有十分重要的启示。

2 韧性治理的内涵和表现方式

2.1 韧性治理的内涵

韧性治理与单位的抵抗风险能力和自我调整能力有关。在变化的场域（domain）中，单位灵活调用相关资源，动态应对外界变化以求生存和发展的过程可被称作韧性治理。……
