【摘  要】一直以来，在我国工程造价咨询企业中，往往对专业技术给予了高度关注，但在管理方面还未能够与相应的法律法规相结合，多数企业在未来发展规划方面不够关注，或者在顶层设计方面未能准确定位，致使发展方向也不够清晰，全过程工程咨询则提出了新的方向。论文分析了工程造价咨询企业发展存在的问题，提出了工程造价咨询企业发展全过程工程咨询的策略。

【Abstract】For a long time， in China's engineering cost consulting enterprises， they often pay great attention to professional technology. However， in terms of management， they have not been able to combine with the corresponding laws and regulations， and most enterprises have not paid enough attention to future development planning， or have failed to accurately locate the top-level design， resulting in unclear development direction. The whole process of engineering consulting has put forward a new direction. This paper analyzes the problems existing in the development of engineering cost consulting enterprises， and puts forward the strategies of developing whole process engineering consultation in engineering cost consulting enterprises.

1 引言

近年来，我国工程建设力度不断加大，造价咨询行业也得到了快速发展，但在理念、市场、发展模式以及管理方法方面都未能够做出根本性的变革。在当今社会背景下，随着技术变革的速度加快，传统造价咨询企业遇到了新局面，为满足经济发展需求需要作出工程咨詢服务体系的改革，围绕全过程工程咨询优化自身的服务体系，这对造价咨询企业来说可以有效解决自身的不足，从而实现可持续发展目标。

2 工程造价咨询企业发展存在的问题

2.1 重技术，轻管理，规划意识不强

在现阶段来看，企业规划发展主要来自以下几方面：

第一，相关主管部门的编制的配套发展规划，理论性比较强，也比较宏观，能够对造价咨询单位的发展起到指导作用，但由于过于强调行业发展，往往未能够对个别企业的发展进行针对性指导。

第二，由行业协会编制的发展规划，这种规划对造价招投标代理的发展给予了高度关注，但在整体发展内容方面缺少统领性，这2种规划的编制目标以及角度是不同的，都不能够满足全面又细致的要求，针对性不强。……
