【摘  要】中国运载火箭技术研究院虽已从事多项维修活动，但是尚未形成规范化的维修实施细则指导实际工作;未进行系统性的维修流程梳理，维修工作实施效率不高，维修工作分工不明确;对于维修过程的技术状态更改以及产品证明书等细节问题存在模糊空间，操作性不强。需要开展维修工作精细化流程建设，做好明确维修工作责任体系、维修工作分级分类、维修工作流程梳理等相关工作。

【Abstract】Although China Academy of Launch Vehicle Technology has been engaged in a number of maintenance activities， it has not yet formed standardized maintenance implementation rules to guide practical work. It has not systematically sorted out the maintenance process， the implementation efficiency of maintenance work is not high， and the division of maintenance work is not clear. It has fuzzy space for technical status change， product certificate and other details in the maintenance process， and its operability is not strong. It is necessary to carry out the construction of fine process of maintenance work. It needs to do a good job in clarifying the maintenance work responsibility system， grading and classification of maintenance work， sorting out maintenance work process and other related work.

1 总体思路

建设精细化维修工作流程，首先，需要建立健全维修工作管理组织系统，完善各级组织责任制，明确各方职责;其次，将维修工作按照任务规模进行分类，根据综合保障任务规模的不同，对维修保障任务进行分级管理。对重大维修任务就技术方案、风险控制等实施过程管控，对一般维修任务实施结果管控，实现对维修工作的精细化管理。

2 明确维修工作责任体系

明确各部门及各齐套单位的职责，建立维修工作责任体系。其中，业务主管部门是院维修实施的牵头单位;总体设计部门是技术总体部门，主要承担维修过程中发生的技术状态更改的抓总单位;各齐套单位承担维修工作产品齐套、维修工作以及发生的技术状态更改的具体实施工作。

3 精细化改进维修工作流程

将维修工作项目分类为预防性维修与修复性维修。其中，预防性维修包含定期大修、中修、小修和巡检巡修等活动;修复性维修包含应急维修、战损维修等活动。……
