【摘  要】“专精特新”为中小企业指明了发展方向，可促进中小企业的转型优化，也是实现中小企业健康发展的重要举措。基于此，论文结合中小企业的定义、特征以及“专精特新”的内涵，探索分析了当前背景下，中小企业“专精特新”的发展路径，以期为中小企业提供借鉴与思考。

【Abstract】"Professionalization， refinement， specialization and innovation" points out the development direction for small and medium-sized enterprises， promotes the transformation and optimization of small and medium-sized enterprises， and is also an important measure to realize the healthy development of small and medium-sized enterprises. Based on this， combined with the definition， characteristics of small and medium-sized enterprises and the connotation of "professionalization， refinement， specialization and innovation"， this paper explores and analyzes the development path of "professionalization， refinement， specialization and innovation" of small and medium-sized enterprises under the current background， so as to provide reference and thinking for small and medium-sized enterprises.

1 引言

2021年1月23日，财政部、工业和信息化部联合印发《关于支持“专精特新”中小企业高质量发展的通知》（财建〔2021〕2号，以下简称《通知》）。按照《通知》的要求，应当加强上下联动，推动“专精特新”中小企业的培育，不断提升我国专精特新“小巨人”企业的质量以及数量，促进国家实体经济的进一步发展，特别是推动制造业的优化升级。已有研究更多的是从政府、社会等可采取的促进中小企业“专精特新”的建议。本文则主要立足中小企业自身，探究其面对当下形势应当采取的措施，使其向着“专精特新”的方向大步迈进。

2 中小企业的概念及特征

2.1 中小企业的概念

中小企业，为在我国境内依照相关法律法规设立的，具有较小规模与较少人员的企业，主要包括3类：微型企业、中型企业与小型企业。“大众创业、万众创新”的背景下，中小企业是创新创业活动开展的重要载体，对和谐社会的构建、科技创新的发展有着重要的促进作用。

2.2 中小企业的特征

一是行业进入门槛较低。因为中小企业在规模、人员、营业额等方面的要求相对较低，因此，进入门槛相对较低。……
