【摘  要】随着我国经济的不断发展和进步，国有施工企业的综合实力不断提升。经济的有序发展，离不开党建工作的支持，党建工作的实施能够凝聚人心，及时地为企业工作人员解决其在生活和工作中遇到的困难，使企业朝着更好的方向发展。将党建与工会工作结合在一起，是二者创新的表现。论文以国有施工企业为例，分析“党建+工会工作”创新模式的意义、工作原则等，以期推动国有企业发展。

【Abstract】With the continuous development and progress of China's economy， the comprehensive strength of state-owned construction enterprises is constantly improving. The orderly development of economy is inseparable from the support of the Party building work. The implementation of the Party building work can gather people's heart， solve the difficulties in life and work for the enterprises' staff in time， and make the enterprises develop in a better direction. The combination of Party building and trade union work is the expression of their innovation. Taking the state-owned construction enterprises as an example， this paper analyzes the significance and working principles of the innovation mode of "Party building + trade union work"， so as to promote the development of state-owned enterprises.

1 引言

党建与工会工作是贯穿国有企业发展始终的一部分，党建工作的开展具有凝聚人心的作用，工会工作则意在为职工权益提供保障，将党建与工会工作结合在一起是二者创新发展的重要形式之一，其不仅可以保证企业的发展质量，还可以促进员工工作效率的提升，进而促进国有施工企业的可持续发展。

2 国有施工企业推行“党建+工会工作”创新模式的必要性

在企业的发展建设过程中，工会不仅是群众组织，同时还是维护员工自身利益以及协调员工之间内部关系的重要组织。但是，在国有企业中，工会组织的作用有所削弱，诸多企业的工会组织在执行工作任务时都没有严格地参照自身职能，所发挥的作用较小，如只是发挥组织员工参与活动和宣传的作用，在监督及协调方面所发挥的功能作用有限，工会真正的价值无从凸显。而国有企业中党组织虽然占据着主导地位，但是随着新时代的到来，党建工作也暴露出了一定的局限性，主要表现在群众性和融合性不足、思想观念无法跟上时代发展的步伐等。……
