【摘  要】中小型水库安全运行管理要点中主要包含了加固设计、管理问题以及相应的安全管理体系。水库安全运行关系着民生根本，是国家稳定发展的基础性设施。论文主要以中小型水库为例，分析和研究其安全运行管理的相关具体内容以及管理要点，以期为我国中小型水库的安全运行管理工作提供一定参考。

【Abstract】The key points of safety operation management of small and medium-sized reservoirs mainly includes reinforcement design， management problems and the corresponding safety management system. The safety operation of reservoirs is fundamental to people's livelihood and is the basic infrastructure for the stable development of the country. This paper mainly takes small and medium-sized reservoirs as an example to analyze and study the relevant specific contents and management points of their safety operation management， so as to provide some reference for the safety operation management of small and medium-sized reservoirs in China.

1 项目概况

某中小型水库工程项目主要是实施水坝、溢洪道以及防水建筑物的建设，其蓄水量为1500万立方米，水坝高度为28m。

2 安全运行管理要点分析

2.1 安全运行管理体系

水库安全管理要点中以大坝的安全体系为重点和中心，其安全管理架构几乎包含了水库安全管理全方面的关键性环节，中小型水库的安全运行管理需要有完善的、健全的各项规章管理制度以及严格的工作流程，并结合各关键性管理要点共同实施，才可更好地保障水库的安全运行。

2.2 安全运行管理相关问题及策略

2.2.1 水库大坝结构稳定问题及策略

①护坡工程关键要点。在开展水库建设工程中，不论是混凝土护坡还是浆砌石护坡出现破损情况后，若面积较小，则可通过在原有护坡基础上采取相应的加固措施，依据实际情况而定，不可盲目采取重新建设的方法，以免造成资源和资金浪费。对于水库上游的大坝护坡维护过程中，同样需要紧密结合工程特点、当地气候情况等，以科学、经济为主要原则进行相应的安全设计，选择合适的护坡形式[1]。……
