【摘  要】随着建筑行业的不断发展，施工安全问题逐渐受到社会、政府等各界的广泛重视，而施工安全对建筑工程的有序运行、建筑企业的声誉以及建筑行业在社会中的形象都有重要的影响，因此，建筑工程施工中的主体单位，即总承包单位对于施工安全管理具有不容推卸的责任。论文从工程总承包安全管理原则及工程总承包施工安全管理目前存在的问题进行分析，并提出了相关的管理对策，为促进建筑行业的健康发展提供借鉴依据。

【Abstract】With the continuous development of the construction industry， the construction safety problem has been paid more and more attention by the society and the government， and the construction safety has an important influence on the orderly operation of the construction project， the reputation of the construction enterprise and the image of the construction industry in the society. Therefore， the main unit in the construction of the construction project， namely the general contractor， has an inescapable responsibility for the construction safety management. This paper analyzes the safety management principles of the general contract construction and the existing problems of the safety management of the general contract construction， and puts forward the relevant management countermeasures to provide reference for the healthy development of the construction industry.

1 引言

在建筑工程施工中，一般将承包工程分为总承包、专业承包和劳务分包，而总承包是最常见的承包类型。一般情况下，在建筑施工全过程中，只有承包超过2个阶段的承包才能算得上是总承包。总承包工程对工程项目的质量、安全和工期等方面都承担着重要的责任，尤其是对施工安全管理方面具有不可推卸的责任，做好工程总承包中的安全管理工作，才能保证工程项目的顺利实施，同时还能为人员的生命财产起到保护作用，从而使投资效益得到提升。

2 工程总承包安全管理原则

工程总承包单位对于施工中的安全管理负有全面的责任，因此，对于管理团队具有较高的要求，对施工安全管理的重视程度也较高，并要求管理人员在工程建设前期对安全管理工作提前作好部署。通过制定有效的管理方案，采取合理的安全管理方法，针对存在的安全隐患制定应急处理方案等措施来为安全管理工作提供有力的基础保障。……
