摘  要：随着城市化进程的推进，城市机动车停车难问题已成为大城市“通病”。长宁区作为上海市7个中心城区之一，备受停车难问题长期困扰。在“十四五”发展新环境下，该文通过总结区域停车管理现状，聚焦停车管理中存在的不足，因地制宜，多措并举，从规划引导、政策调控、审批改革、技术引领等多方面提出“十四五”期间相关对策建议，为相关管理者提供借鉴参考。

Research on Countermeasures to Alleviate Parking Difficulties during the "14th Five-Year Plan" Period

in Changning District

Abstract：With the progress of urbanization， the problem of urban motor vehicle parking has become a "common problems" in big cities. As one of the seven central urban areas in Shanghai， Changning district has long been plagued by parking difficulties. Under the new development environment of the "14th Five-Year Plan"， this article summarizes the status quo of regional parking management，focuses on the shortcomings in parking management， adapts to local conditions and takes multiple measures. It puts forward relevant countermeasures and suggestions during the "14th Five-Year Plan" period from various aspects such as planning guidance， policy control， approval reform， and technology guidance， hoping to provide reference for relevant managers.

1  研究背景

根據习近平总书记关于“人民城市人民建，人民城市为人民”的指示精神，管理部门要切实聚焦人民群众反映强烈、急难愁困的民生问题。随着中心城区私家车保有量的持续增长，老旧小区、医院和学校等“停车难”问题已成为城市管理中难以回避的“痛点”。

“十四五”期间，长宁区应以“精细化管理”为理念，凝聚共识、协调推进，以点带面、逐步推广，通过在部分重点区域探索有效的停车治理模式，带动全区乃至全市范围内突出停车矛盾的逐步缓解，使人民的获得感和幸福感得到切切实实的增强。

2  长宁区停车管理现状

长宁区从地理位置来说，地处上海的中西片区，面积约38 km2，东临静安，南临徐汇，西临虹桥商务区，北以苏河为界，与普陀区相邻，公建配套及住宅开发相对成熟。

2.1 公共停车场库

公共停车场库，即根据规划建设或公共建筑配套建设的经营性机动车停车场[1]。截至“十三五”末，长宁区共有公共停车场（库）138家，停车面积1 613 211 m2，总泊位数31 981个，泊位数量较“十三五”初期增加了11 093个。……
