摘  要：保密管理是一项系统工程，是一项政策性、专业性、技术性很强的管理工作。在实际管理过程中，应该高度重视“人”这一管理因素。人本管理理论突出强调“人”在管理工作中的作用，而在保密管理工作中的管理对象、管理主体、管理方式3方面，均有体现“人”这一管理因素。该文将人本管理理论与高校保密工作相结合，从管理对象、管理主体、管理方式这3方面入手，对加强高校保密管理工作进行深入研究，具有较强的实际意义。

Research on the Confidentiality Work of Universities Based on the Theory of Humanistic Management

Abstract： Confidentiality management is a systematic project， and it is a policy， professional and technical management. In the actual management process， we should attach great importance to the management factor of "human". The theory of human-oriented management emphasizes the role of "human" in management， while in the confidential management， the management factors of "human" are embodied in three aspects： management object， management subject and management mode. This paper combines the theory of human-oriented management with the work of University secrecy， starting from three as;pects： management object， management subject and management mode， which has a strong reference significance for strengthening the confidentiality management of colleges and universities.

1  序言

1.1 人本管理理論

管理学认为，人是一切管理工作的中心，也是管理工作的重要环节。人本管理理论，即以人为本的管理，是一系列以人为中心的管理理论与管理实践活动的总称，要求人在管理活动中坚持一切以人为核心，以人的权利为根本，强调人的主观能动性，其实质就是充分肯定人在管理活动中的主体地位和作用。

1.2 高校保密工作特点

目前，取得武器装备科研生产单位保密资格的高校，一般采用三级责任制：学校—院系—个人，少部分可实现四级责任制：学校—院系—项目负责人—科研人员。

在责任层层落实的过程中，多数院校能做到坚持问题导向、层层落实责任，确保责任到人、到岗、到环节、到时间点。而部分院校在责任落实过程中，存在以下问题：第一，责任制写在纸上、挂在墙上、订在本上，只说不做;第……
