摘 要：高等院校参与军工项目研发越来越普遍，高等院校的二级学院作为军工科研项目实施的主体的直接管理者，处于科研保密的最前沿，如何根据当前严峻的保密形式，针对二级学院教师参与军工科研的特点，采取有针对性的措施，将科研保密工作落到实处，是高校二级学院必须解决的问题。

党的十八大以后，习近平总书记深刻把握世情、国情、军情的变化，在国家总体战略中兼顾发展和安全，把军民融合发展确立为兴国之举、强军之策，随着国家军民融合战略的实施，我国军工项目的生产管理、科研体制逐步改变，军地科技信息交流、科研资源共享不断深化，我国军工项目的科研体系和队伍逐步发展壮大[1]。

1 高校科研保密工作现状

高等院校在科学研究理论方面具有独特的优势，是军工项目科研的重要力量，在科研过程中，承担了大量的军工项目，取得了大量科研成果。但是，随着信息化建设的迅猛发展、网络现代化的不断深入、大数据时代的到来，以及参与国际交流的日渐增多，使得军工项目的保密工作面临巨大的挑战[2]，而高校的军工项目的保密工作的成果直接关系到国家安全、社会稳定，面临的一系列问题都具有新时代的特点，如何做好军工项目的保密工作既很重要又很棘手[3]。高校的二级学院保密工作领导小组具体负责本单位的保密……
