摘要：2017年11月23日《村級档案管理办法》发布以来，对我国村级档案管理工作的开展起到了重要的指导和规范作用。但是随着我国档案事业改革的不断深入，尤其是新修订的《档案法》的实施，该部门规章的某些内容规定已经不能很好地适应新时期我国村级档案管理工作的发展需要。文章在介绍和评析《村级档案管理办法》的基础上，说明了其主要价值和特点，并进一步提出了修改建议。

Abstract：Since the issuance of the Measures for the Management of Village- level Archives on November 23，2017， it has played an important guid？ ing and normative role in the development of vil？ lage-level archives management in China. Howev？ er， with the deepening of the reform of archives management in China， especially the implementa？ tion of the newly revised Archives Law， some con？ tents of the regulations of this department can not meet the needs of the development of archives management at the village level in the new period. On the basis of introducing and evaluating the meth？ ods of village archives management， this paper ex？ plains its main values and characteristics， and fur？ ther puts forward some suggestions for revision.

2017年11月23日，经国家档案局的局务会议、民政部的部务会议审议通过，并经农业部同意后，我国公布了《村级档案管理办法》（国家档案局第12号令），并于2018年1月1日起开始施行。我国的《立法法》第二节第七十一条第二款规定：“部门规章规定的事项应当属于执行法律或者国务院的行政法规、决定、命令的事项。”《村级档案管理办法》是我国档案主管部门在认真调查研究和总结新中国成立后各个时期农村及乡镇档案工作经验的基础上，根据中华人民共和国的《档案法》《村民委员会组织法》《农业法》和国家的有关规定制定的。其性质属于部门规章。截至目前，《村级档案管理办法》（以下简称“本办法”）的实施已经3年有余。如何合理认识和有效实施本办法的各项内容规定，依然是有关社会组织和个人应当思考的问题。本文拟在对本办法的内容分析和评价基础上，结合各有关方面实施本办法的经验，谈谈相关建议。……
