摘要：近年来，国家大力推进医疗信息化建设，电子健康档案数据不断被收集与完善。特别是在智慧医疗的背景下，电子健康档案数据治理发展的目标不断深化。在总结出国内外相关发展的现状及特点基础上分析出电子健康档案数据治理发展扩大范围、提高成效、保障安全三大发展方向，并从顶层设计、标准规范、人才培养、资金支持四方面提出推进策略，以实现理论与实践的进一步发展。

Abstract： In recent years， the country has vigor？ ously promoted the construction of medical infor？ mation， and the data of electronic health records have been continuously collected and improved. Es？ pecially in the context of smart medical care， the development goal of electronic health record data governance is deepening. On the basis of summa？ rizing the current situation and characteristics of rel？ evant development at home and abroad， this paper analyzes the three development directions of elec？ tronic health record data governance， including ex？ panding the scope， improving the effectiveness and ensuring the safety， and puts forward the pro？ motion strategies from four aspects： top-level de？ sign， standard specification， personnel training and financial support to realize the further development of theory and practice.

電子健康档案或称电子健康记录（Electronic Health Record，简称EHR）是居民健康管理过程的规范、科学记录，是以居民个人健康为核心，贯穿整个生命过程，涵盖各种健康相关因素、实现多渠道信息动态收集的信息资源[1]。

智慧医疗是医疗行业的发展趋势。作为健康医疗大数据的重要组成部分，电子健康档案的建设直接影响着医疗行业智能化的进程。机器学习、卷积神经网络等技术在医疗行业的应用研究均需要依靠丰富完整的EHR数据。因此，人们对EHR的数据治理十分重要，它是实现智慧医疗的前提，是充分挖掘发挥电子健康档案价值、服务大众的关键。

一、电子健康档案数据治理发展目标分析

智慧医疗的预防性（Preventive）、预测性（Pre？ dictive）、个体化（Personalized）和参与性（Participa？ tory）强调实现居民、服务人员与设备间的交流与互动，逐步达到医学信息资源的共享和疾病治疗与预防的智能化[2]。因此，电子健康档案的建立、相关信息的记录不仅需要发挥档案的原始记录作用、确保数据的真实可靠，更应强调和发挥其数据的完整连续、互联互通、共享开放，利用技术整合与数据挖掘实现对不同使用对象的知识服务。……
