摘要：智慧档案馆建设是档案信息化发展的重要趋势，明确我国智慧档案馆的内涵、发展的必然性和建设策略有利于提高其建设质量效率。文章通过探析数字档案馆与智慧档案馆的关系进而明确智慧档案馆的内涵，从档案工作转型、用户需求转向和技术发展等方面论述智慧档案馆发展的必然性，并提出以打造共建共享共治格局为建设目标、着眼于人的需求和发展、立足于档案馆建设实践、关注档案内容和实体管理以及完善档案工作环境等智慧档案馆的建设策略，为智慧档案馆建设提供参考。

Abstract： The wisdom archives construction is an important trend in the development of archival in？ formatization. By clarifying the connotation， inevitabili？ ty of development and construction strategies of wis？ dom archives in China， it is conducive to improving the quality and efficiency of their construction.By ex？ ploring the relationship between digital archives and wisdom archives and then clarifying the connotation of wisdom archives， the inevitability of the develop？ ment of wisdom archives is discussed in terms of the transformation of archival work， the shift in user needs and technological development.It also propos？ es strategies for the construction of wisdom archives with the construction goal of creating a common con？ struction， sharing and governance pattern， focusing on human needs and development， basing on ar？ chives construction practices， focusing on archival content and physical management and improving the archival work environment， which provide references for the construction of wisdom archives.

2003年8月20日，青島市数字档案馆通过国家档案局组织的科技成果鉴定，成为国内第一个正式投入运行的数字档案馆。[1]截至2020年12月，我国已有55个全国示范数字档案馆（室）。随着档案馆建设的不断发展，智慧档案馆越来越受到重视。杨来青等人于2013年提出，从发展的眼光看，数字档案馆受理念、资源、技术等因素制约，存在一定的局限性，智慧档案馆是档案馆未来发展的新前景。[2]此后，智慧档案馆的相关理论与实践探讨不断深入，学者们指出，档案馆的模式向高级档案范式和新型档案馆模式转变，如今已迈进智慧档案范式，向智慧档案馆发展。[3]

一、智慧档案馆的内涵

学者们对于数字档案馆与智慧档案馆的关系主要有“升级论”（阶段论）和“并行交叉”两种描述。[4]毕娟提出“智慧型档案馆是数字档案馆发展延续和升华”[5]。……
