摘要：标准是企业产品生产、流通的重要依据，标准的质量也一定程度上决定了产品的质量。针对企业标准信息公共服务平台中现行有效的自我声明公开企业产品标准进行随机抽样，从多个方面对标准内容进行评价，梳理企业标准常见问题，并给出企业标准管理的可行性建议。

Brief Discussion on Common Problems and Suggestions of  Enterprise Product Standards——Taking Suzhou City's Self-declaration and Disclosure of Enterprise Product Standards as an Example

Abstract： Standards are an important basis for the production and circulation of products， and the quality of standards also determines the quality of products to a certain extent. This article randomly samples the current and effective self-declared public enterprise product standards in the enterprise standard information public service platform， evaluates the standard content from multiple aspects， sorts out common problems of enterprise standards， and gives feasible suggestions for enterprise standard management.

1 背景

自1988年《中华人民共和国标准化法》开始实施，我国在企业标准管理制度上一直实施企业标准备案制度。由于向标准化行政主管部门进行备案，导致企业主体地位弱化，也难以适应市场快速发展的需求，不利于企业标准水平的提高。

如图1所示，经过30年发展，2017年《中华人民共和国标准化法（修订草案）》第二十七条明确指出“国家实行团体标准、企业标准自我声明公开和监督制度”。企业自行在企业标准信息公共服务平台上进行标准公开，充分发挥了企业在产品标准工作中的主体作用，保障了消费者的知情权和监督权，也便于消费者更加客观地选择产品和服务，从而激励企业提升標准质量水平，创新生产加工方式，推动企业技术进步。

2019年，苏州市根据《国家标准委办公室关于做好企业产品标准监督检查工作的通知》（标委办服务〔2016〕139号）、《关于贯彻市场监管总局关于全面推进“双随机、一公开” 监管工作的实施方案》（苏市监〔2019〕51号）的要求开展企业产品标准监督检查工作，本文结合企业产品标准监督检查实践，对企业产品标准编制中常见问题进行总结分析。……
