〔摘要〕 本研究以传染病的三要素“传染源”“传播途径”“易感人群”为立足点，通过组建以指挥中心为中心的常态化指挥体系，从开展针对性培训、标准化细节化院内环境及基础设施的消毒标准、严格管控人员的分级防护标准、加强医院与社区的精准对接、简化门急诊患者的就诊流程、促进后勤保障体系建设、加强各类人员管控、开展针对性的心理咨询活动、深入挖掘中医药防疫抗疫措施与传播媒介的联系等措施来形成抗击新冠肺炎院内感染的统一战线。通过完整防控体系的建设，在有1例门诊患者确诊为新冠肺炎的基础上实现了院内“零感染”的目标，由此证明，完整防控体系不仅有助于实现传染病的早发现、早隔离、早诊断及早治疗，而且有助于降低院内感染发生的机率，甚至达到全院“零感染”的目标，值得在同类型医院中推广实施。

Discussion on Novel Coronavirus Pneumonia Epidemic Prevention and Control System Construction in Changde First Hospital of Traditional Chinese Medicine

〔Abstract〕 Based on the three elements of infectious diseases， namely "source of infection"， "route of transmission" and "susceptible population"， this study established a normalized command system with the command center as the center， from carrying out targeted training， standardizing and detailing the disinfection standards of hospital environment and infrastructure， strictly controlling the hierarchical protection standards of personnel， strengthening the accurate docking between the hospital and the community， simplifying the outpatient and emergency treatment process， promoting the construction of logistic support system， strengthening the control of all kinds of personnel， developing targeted psychological consultation activities， and digging into the links between Chinese medicine and epidemic prevention measures and media to form a united front against nosocomial novel coronavirus pneumonia infection. Through the construction of a complete prevention and control system， the goal of "zero infection" in the hospital was achieved on the basis of 1 outpatient diagnosed with novel coronavirus pneumonia. This proves that the complete prevention and control system not only helps early detection， early isolation， early diagnosis and early treatment of infectious diseases， but also helps to reduce the incidence of nosocomial infection， and even achieve the goal of "zero infection" in the whole hospital. It is worth popularizing in the same type of hospitals.

4.2  规范发热门诊的就诊流程

发热门诊的标准化、科学化的分诊流程可有效降低院内感染发生的机率[10]。为规范化患者的分诊流程，医院制定了发热患者的分诊流程规范，具体如下图2。患某，因发热就诊于本院，提前告知后由导诊护士引导至发热门诊，在详细询问发病过程后，得知有湖北归来人员接触史，经专人陪同走专用通道，行胸部CT检查后，经本院专家诊断，高度考虑为新型冠状病毒肺炎，本院立即联系定点医院，专人专车送至定点医院后确诊，报告市防控中心对其家人进行排查，其家人也有发热患者，但未感染新型冠状病毒肺炎。……
