摘要：本文通过对GB/T 37422-2019《绿色包装评价方法与准则》中的评价指标体系进行分析解读，确定了二级指标的具体内容、基准分值、评价依据，并给出了一种基于权数理论的多指标综合评价计分方法，开展了聚碳酸酯饮用水桶实例分析。其他材质包装产品的绿色评价可参考本文方法进行。

Research on Assessment Index System for Green Packaging and the Methodological Practice—— Interpretation and Application of GB/T 37422-2019， Method and Criteria for Green Packaging Assessment

Abstract： By analyzing and interpreting the assessment index system in GB/T 37422-2019， method and criteria for green packaging assessment， this paper determines the specific content， score distribution and assessment basis of each secondary index. Then a multi-index comprehensive assessment method is provided bases on the weighting theory and an assessment case of polycarbonate bucket is carried out. The green packaging assessment of other materials can also refer to the method in this paper.

引言

在我国，包装产业规模庞大，各类生产企业约十几万家，所涉及的产品种类数以万计。从供给情况来看，据中国包装联合会统计，2019年我国包装行业产量整体呈上升趋势，除了瓦楞纸箱产量同比下降2.22%外，其他主要产品都实现了产量增长。其中箱纸板产量为1301.56万吨，同比增长6.62%；塑料薄膜产量1594.62万吨，同比增长16.35；玻璃包装容器产量1896.29万吨，同比增长4.32%。随之而来的，由产品包装引起的生产耗能、碳排放、过度包装、废弃物处理等问题对人类健康、资源和环境产生的影响也日益突出，已经成为全球关注焦点。基于此，包装行业亟需通过“绿色包装评价”这一重要技术杠杆，推动产业升级，化解上述问题。

对包装进行绿色评价，首先要了解“绿色”的概念，美国《幸福》期刊将其定义为：将重点放在减少部件，使原材料合理化和使部件可以重新利用的产品。T.Harjula等认为[1]，环境友好型产品是指其使用寿命完结时，其部件可翻新和重新利用或能安全地处理的产品。汪永超等认为，环境友好型产品是能满足用户使用要求，并在寿命循环周期能经济地实现节省资源和能源、极小化或消除環境污染，且对劳动者具有良好保护的产品。……
