摘  要： 针对我国城市治理现代化过程中存在的问题，在中国“新基建”提速、数据被纳入生产要素的背景下，围绕“数字大连”建设目标和要求，深入应用大数据、人工智能等技术，提出以数字新基建为基础的城市运行管理中心建设思路、架构和实施策略，以提升城市治理的现代化水平，为城市数字化建设提供参考。

Thoughts on the construction of urban operation management center based on

digital new infrastructure and the practice

Abstract： In view of the problems existing in the process of modernization of urban governance in China， with the speeding up the new infrastructure construction and bringing data into the production factors， focusing on the objectives and requirements of digital Dalian construction， by deeply applying the technologies of big data， artificial intelligence etc.， this paper puts forward the idea， architecture and implementation strategy of urban operation management center construction based on new digital infrastructure， in order to improve the modernization level of urban governance and provide reference for urban digital construction.

0 引言

我国很多城市在城市现代化治理过程中仍存在很多亟待解决的痛点难点问题。如城市运行感知不及时，单一行业信息无法科学研判和决策，数据壁垒仍然严重等。新冠疫情的爆发，让我们的城市意识到大数据的高效支撑、人工智能的智能响应、城市间的大数据全方位协同的重要性。深圳市借助城市运行管理中心的功能，有效处理了疫情防控期间上千万人的返程管理问题，上海徐汇区由海量数据汇成左脑，网格力量汇成右脑的“城市云脑”，也在疫情防控期间大显身手。

近年来，党中央、国务院高度重视新型基础设施建设，“新基建”不断提速，加快并完善新基建七大领域的建设布局，助力城市现代化发展[1]。以“新基建”为抓手，大数据中心、人工智能平台等将为城市治理现代化提供需求载体和核心驱动力。2020年，大连市成立了“数字大连”建设工作领导小组，相继出台了《关于进一步推进大连市信息化发展的意见》《大连市促进数字经济发展行动方案的通知》等文件，将建设“数字大连”、发展数字经济摆在重要战略位置。……
