【摘  要】新区建设既是城市化进程中城市扩容的主要途径，也是带动区域经济发展的重要驱动力。近10年来，各地新区的建成吸引、孕育了大量企业，其中科技创新类企业占有很大份额。小微科创类企业在新区面临发展路径狭窄、规模局限性等困境，但同时迎来了市场广阔、产业集聚等机遇。论文就当前新区建设中小微科创类企业面临的优势、劣势、机遇、威胁进行态势分析，提出有针对性的企业发展策略，以期克服、规避运营中的风险，提高经营水平。

【Abstract】The construction of new area is not only the main path of urban expansion in the process of urbanization， but also an important driving force to drive regional economic development. In the past 10 years， the establishment of new areas in various regions has attracted and nurtured a large number of enterprises， of which scientific and technological innovation enterprises accounted for a large share. Small and micro scientific and technological innovation enterprises are facing difficulties such as narrow development paths and scale limitations in the new area， but they also usher in opportunities such as broad market and industrial agglomeration. The paper analyzes the situation of the advantages， disadvantages， opportunities and threats faced by small and micro scientific and technological innovation enterprises in the current construction of the new area， and proposes targeted development strategies for enterprises， so as to overcome and avoid risks in operation and improve the operation level.

1 引言

2021年3月5日，国务院总理李克强在全国两会政府工作报告中指出：“构建高水平社会主义市场经济体制，激发各类市场主体活力，加快国有经济布局优化和结构调整，优化民营经济发展环境。”小微科创型企业为民营创新类企业，以规模以下企业为主。近年来，国家新区的建设从不同角度为当地经济发展提供了机遇，为各类企业发展注入了驱动力和发展契机。科创类企业一般是指重视企业知识产权、专利和专有技术体系构建，以创新理念推动技术开发和成果转化，塑造优势竞争力的企业。新区所产生的企业集聚效应和经济发展向心力同样吸引了大量科创类企业，尤其吸引了大量体量较小、运营灵活的小微型企业，带动了区域经济活力提升。

小型微型企业是除大中型企业以外的各类小型、微型企业的统称。……
