【摘  要】工业企业厂界环境噪声监测是社会环境监测机构经常遇到的监测工作，其中的技术问题应引起重点关注。论文从监测时间、点位选择、气象参数、背景测量等技术问题入手，解析了厂界环境噪声测量中应重点关注的几个问题。论文分析了厂界噪声监测中对监测数据进行修正的技术路径，以期社会环境监测机构更好地理解和应用噪声测量标准，提高其监测业务技能，保证数据准确可靠。

【Abstract】The factory boundary environmental noise monitoring of industrial enterprises is a monitoring work often encountered by social environmental monitoring institutions， and its technical problems should be paid more attention. Starting with the technical problems of monitoring time， point selection， meteorological parameters and background measurement， this paper analyzes several problems that should be paid attention to in the measurement of factory boundary environmental noise. This paper analyzes the technical paths of correcting the monitoring data in the factory boundary noise monitoring， so as to better understand and apply the noise measurement standards by social environmental monitoring institutions， improve their monitoring business skills， and ensure the accuracy and reliability of the data.

1 引言

噪声污染普遍存在，困扰着人们对美好生活的向往和追求。近年来，12369环境投诉热线电话接到的有关工业企业厂界噪声污染的投诉有增多的趋势。环境管理部门新审批的建设项目，都会涉及厂界环境噪声的污染防治，要求建設单位采取降低噪声的措施，避免噪声扰民。建设项目竣工环境保护设施验收监测工作中，都必须进行厂界环境噪声的监测。

随着改革的推进，如今的环境保护设施验收监测都是由排污单位直接委托社会环境监测机构进行监测和验收。如果被验收的工业企业仅在白天生产，便只测量昼间噪声，如果夜间也生产，则必须同时进行夜间噪声的测量。这里所提到的夜间噪声，特指22：00至次日6：00期间的环境噪声。自2021年3月1日起，我国《排污许可管理条例》正式实施，排污单位自行监测被提上重要议事日程。……
