【摘  要】民营企业产生于中国经济体制改革，是推动供给侧结构性改革、推动经济高质量发展的重要主体。我国进入新发展时代，民营企业发展面临诸多问题，如产业结构配置不合理、产权过于集中以及缺乏人才补给等。基于营商环境的不断优化，加快推动民营企业转型升级是实现高质量发展的重要举措。论文以分析民营企业的发展现状作为切入点，阐述以转型升级推动民营企业高质量发展的必然性，最后提出推动民营企业高质量发展的转型升级策略，以此实现民营经济的可持续发展。

【Abstract】Private enterprises originated from China's economic system reform and are an important subject to promote supply-side structural reform and high quality economic development. China has entered a new development era， the development of private enterprises is facing many problems， such as unreasonable allocation of industrial structure， too concentrated property rights and lack of talents supply. Based on the continuous optimization of the business environment， accelerating the transformation and upgrading of private enterprises is an important measure to achieve high quality development. Based on the analysis of the development status of private enterprises， this paper expounds the inevitability of promoting the high quality development of private enterprises through transformation and upgrading， and finally puts forward the transformation and upgrading strategies to promote the high quality development of private enterprises， so as to achieve the sustainable development of private economy.

1 引言

大力支持民营企业改革发展是经济高质量发展的重要组成部分，是促进就业、提升科技创新水平的重要主体。党的十八大以来，党中央、国务院高度重视民营经济发展问题，通过出台完善的政策制度不断优化营商环境。例如，2020年国家发改委、科技部等六部门印发《关于支持民营企业加快改革发展与转型升级的实施意见》，明确提出要支持民营企业改革发展和转型升级。2021年7月31日，习近平总书记在分析研究当前经济形势和经济工作中指出要发展“专精特新”中小企业，加大改革攻坚力度，进一步激发市场主体活力。我国进入新发展阶段，当前全球疫情仍然较为严峻，外部环境更趋严峻复杂，国内經济恢复仍然不稳固，高质量发展成为我国重要战略。民营企业在经营发展过程中暴露出产业配置不合理、人才补给不到位等缺陷问题，因此，为满足经济新常态发展要求，转型升级成为民营企业高质量发展的必由之路。……
