【摘  要】在我国科技园区的建设过程中，必须搭建和形成完备的创业圈和生活圈，为创业者提供浓厚的投资氛围，即要做到创业圈、投资圈、生活圈的“三圈融合”。论文集中探讨如何以“三圈融合”为指导，推动科技园区的产业服务体系建设。

【Abstract】In the construction process of China's science and technology parks， we must construct and form complete entrepreneurship circle and life circle to provide entrepreneurs with a strong investment atmosphere， that is， to achieve the "three-circle integration" of entrepreneurship circle， investment circle and life circle. The paper intensively discusses how to promote the construction of the industrial service system of science and technology parks under the guidance of "three-circle integration".

1 引言

中共中央在十四五规划中把科技创新提高到了前所有未有的高度，作为我国自主科技创新载体的科技园区，在实现自主科技创新中扮演了关键角色，对社会经济的发展起到了很大的推动作用。分布于全国各地的科技园区，不仅促进了当地高精尖产业的发展，同时也造就了多个有影响力的科技创新中心。但是，进入新时期以来大部分科技园区遇到了不同程度的发展瓶颈问题。如何更好地让科技园区获得新一轮发展，本文基于“三圈融合”的内涵特征，探讨通过构建科技园区产业服务体系来推动科技园区的高质量发展。

2 推进“三圈融合”产业服务体系建设的现实意义

首先，“三圈融合”是实现科技园区差异化竞争的有效途径。如今，为吸引高精尖人才聚集，各地纷纷出台各种形式的人才引进政策，吸引优秀人才进驻园区。这些优惠政策大多集中在个人住房补贴、创新型企业税收减免等方面。对于人才的认定，大多数城市放宽了认定标准与范围。

纵观来看，政策举措的核心落脚点依然主要体现在资金优惠。……
