国家中心城市科技创新能力的监测评价

摘 要:本文以國家中心城市为研究对象,构建涵盖科技创新环境、科技创新投入、科技创新产出、科技促进经济社会发展等方面的科技创新能力评价指标体系,搜集九个国家中心城市2019年的横截面数据和郑州市2011—2019年的时间序列数据,运用熵权-灰色关联度模型对其科技创新能力进行横纵向的综合监测评价,旨在探讨郑州市科技创新能力在九个国家中心城市中的水平和排名,以便找出与其他国家中心城市的差距,同时探究郑州市9年来科技创新能力的动态演变和发展趋势。研究结果表明,权重方面,运用熵权法分别计算横纵向对比分析的评价指标权重,计算结果稍有不同;得分方面,2011—2019年,郑州市在科技创新投入这一分项指标上的得分呈波动走势,其他分项指标和综合指标的得分均呈稳步上升趋势。但与其他国家中心城市相比,郑州市在分项指标和综合指标上的得分排名均靠后。基于以上实证研究结果,从科技创新环境、科技创新投入、科技创新产出、科技促进经济社会发展四个方面提出提升郑州市科技创新能力的路径和策略。

Monitoring and Evaluation of Scientific and Technological
Innovation Capacity in National Central Cities
——Taking Zhengzhou as an Example

Abstract: Taking national central cities as the research object, this paper constructed an evaluation index system of scientific and technological innovation capability which covered scientific and technological innovation environment, scientific and technological innovation input, scientific and technological innovation output, and scientific and technological promotion of economic and social development, collected the cross-sectional data of nine national central cities in 2019 and the time series data of Zhengzhou City from 2011 to 2019, and used the entropy weight-grey correlation model to conduct a horizontal and vertical comprehensive monitoring and evaluation of its scientific and technological innovation capabilities, so as to explore the level and ranking of Zhengzhou's scientific and technological innovation capabilities among the nine national central cities, find the gap with other national central cities, and explore the dynamic evolution and development trend of Zhengzhou's scientific and technological innovation capabilities in the past nine years. The research results show that, in terms of weights, the entropy method is used to calculate the evaluation index weights of the horizontal and vertical comparative analysis, and the calculation results are slightly different; in terms of scores, from 2011 to 2019, Zhengzhou's scores on the sub-indicator of investment in technological innovation fluctuated, while the scores of other sub-indices and comprehensive indicators showed a steady upward trend. However, compared with other national central cities, Zhengzhou ranks lower in scores on sub-indices and comprehensive indicators. Based on the above empirical research results, the path and strategy to improve Zhengzhou's scientific and technological innovation capabilities are proposed from four aspects: technological innovation environment, technological innovation input, technological innovation output, and scientific and technological promotion of economic and social development.
