【摘  要】环境监测服务社会化是大势所趋，对社会监测机构的质量监管迫在眉睫。论文以新乡市社会环境监测机构的质量监管为例进行探讨，以期建立评价机制对社会环境监测机构进行规范和引导。一是公开筛选能力强、业务全、信誉好的社会监测机构，供排污单位自行选择;二是加强事中、事后的质量督导检查，构建诚信监测体系;三是对入围的社会监测机构建立信用评价机制。同时，论文提出了加强质量监管的一些对策建议。

【Abstract】The socialization of environmental monitoring service is the general trend， and the quality supervision and management of social monitoring institutions is imminent. This paper takes the quality supervision and management of social environmental monitoring institutions in Xinxiang City as an example to discuss， so as to establish an evaluation mechanism to standardize and guide the social environmental monitoring institutions. The first is to openly screen social monitoring institutions with strong ability， complete business and good reputation for the pollutant discharge units to choose independently. The second is to strengthen the quality supervision and inspection during and after the event， and construct the integrity monitoring system. The third is to establish a credit evaluation mechanism for the shortlisted social monitoring institutions. At the same time， the paper puts forward some countermeasures and suggestions to strengthen the quality supervision and management.

1 引言

对于从事环境监测服务的单位而言，人们习惯上将环境保护系统体制内的称为环境监测站，而体制外的则称为环境检测公司。虽然它们的各自站位略有差异，但因为要对外出具数据，就必须进行计量认证，这是共同点之一。国家质检总局在2015年4月发布的《检验检测机构资质认定管理办法》，将环境监测站、环境检测公司统称为检验检测机构，都必须进行资质认定。国家市场监管总局、生态环境部于2018年12月联合印发的《检验检测机构资质认定生态环境监测机构评审补充要求》，又将二者称为生态环境监测机构，预示着生态环境部门制定的有关环境监测的技术规范、标准，同样也适用于环境检测公司。实际工作中，我们依据国务院办公厅2015年7月印发的《生态环境监测网络建设方案》的说法，将生态环境监测机构区分为各级环境部门所属的生态环境监测机构和提供环境监测社会化服务的社会环境监测机构。……
