【摘  要】科技型中小微企业是科技创新活动的主力军和生力军。在认清科技型中小微企业的特点、发展特征、运行机制及河南省科技型中小微企业的发展情况及存在问题的基础上，为促进科技型中小微企业的发展，需要有更切合实际的政策措施。

【Abstract】Science and technology-based micro， small and medium-sized enterprises are the main force and vital force of science and technology innovation activities. Based on recognizing the characteristics， development features， operation mechanism of science and technology-based micro， small and medium-sized enterprises and the development situation and existing problems of science and technology-based micro， small and medium-sized enterprises in Henan Province， more practical policies and measures are needed to promote the development of science and technology-based micro， small and medium-sized enterprises.

1 引言

科技型中小微企业是科技创新活动中最为活跃的群体，作为科技创新活动中的主力军和生力军，促进了现代科技的进步和产业化进程。目前，科技创新是各国竞争的焦点，我国的科技型中小微企业大多处于创业初期，且成功案例较少，成长较为困难。因此，需要大力支持科技型中小微企业的发展，鼓励科技创新。现阶段，对于科技型中小微企业发展体制机制的研究是非常重要的课题。

2 科技型中小微企业的特点及发展特征

科技型中小微企业是指大专以上科技人员占企业员工总人数的比例大于等于30%，且主要从事电子、信息、新材料、生物、新能源等高新技术产品的研发生产销售及服务。其产品的技术附加值高，研发投入不低于3%，创新能力强。

科技型中小微企业主要具有以下特点：一是以技术创新为导向，随着科学技术的飞速发展加快了高技术产品的更新换代，使得科技型中小微企业必须不断进行科技创新才能得以生存和发展;二是人员素质高，科技型中小微企业中的技术性人……
